Hello friends in our last class we played a game known as Tower Building” wherein we tried to understand how exactly we set the targets and what are the problems that we are going to face and ultimately how exactly we achieve the target and various issue associated with that. Now in this class we will be discussing about the institutional support for entrepreneurship development. So there are good numbers of institutions that we come across which are supporting the process of entrepreneurship so that we can develop the job creators rather than the job seekers. So since the last five or four decades government is consistently working on this particular issue and as an effort of that there are good numbers of institutions that are being created. Now let us have look on these institutions which support the development of entrepreneurship among people.

The first institution that we are going to discuss about the Principal organizations of the Ministry of MSME that include the small industries development organisation (SIDO), Natinal small industries corporation (NSIC) Entreprenuership development institutes (EDI) which are located at different places like Hyderabad, Noida and Guwahati and National commission for Enterprises for Unorganised sector (NCEUS) which constitutes one of the largest sector in the entrepreneurship development that we can say. So government is taking care of all these areas and how to support the concept of entrepreneurship is the basic objective. As far as the small industries development organization (SIDO) is considered it is basically the body for advising the government on policy formulation regarding the entrepreneurship development. At the same time they are facilitating the credit flow to the micro and small enterprises. Coming to the next institution that is National Small Industries Corporation limited (NSIC) established in 1955. It is basically, promoting and aiding and fostering the growth of small scale industries and industry related small scale services especially the business enterprises in the country, on a commercial footing. How to commercialize the product that you are having so that is the basic objective.

Then coming to the next institution National Institute of Small Industry Extension Training (NISIET), which was established way back in 1960 at Hyderabad. Basically, this institution is established to assit in promotion, development, and modernization of small and medium enterprises (SMEs). Basically it is involved in the training program so this is what is an effort that we have discussed in case of how an entrepreneur can be made as a one of the important form of entrepreneurship and this is and this is an institution that is interested in that. And at the same time the training research so, they are conducting good numbers of methodology to develop the training as well as they are giving consultancy including the methodology of cluster development. The methodology of cluster development which is the product of this institution is coming up in a very large way. Now we have good number of clusters as far as the different commodities are considered. For example we have sari clusters in case of Varanasi, we have carpet clusters in case of Bhadoi district which is adjacent to Varanasi and looking into the good numbers of vegetable crops that are being cultivated in a locality they have been identified as horticulture clusters. Like that based on the major enterprise that is established there, whether it is agro based or industry based or service based the clusters are being identified because that gives an input to the government. Yes, this is a place where we are having maximum number of units which are having potential of development as far as this area is considered, as I have already given you some examples. So all these are the outcomes of this institution and that is how they are promoting entrepreneurship. Coming to one of the most important institution as far as the entrepreneurship is considered that is The National Institute for Entrepreneurship and small Business Development, popularly known as (NIESBUD). NIESBUD is an institution working under a ministry basically it is an apex body for coordinating and overseeing the activities of various institutions/agencies engaged in Entrepreneurship Development particularly in the area of small industry and small business. NIESBUD is involved in organizing training programs for budding entrepreneurs at the same time they are having good numbers of scheme of handholding also so that an entrepreneurs who develops the entrepreneurs abilities by making use of the EMT module that is entrepreneurship training modules and he continues to be an entrepreneur in the long run. Then coming to the Indian Institute of Entrepreneurship (IIE) especially concentrating on the North Eastern sector of India which is having lots of potential and entrap potential. And to trap the entrepreneurship opportunities in those north eastern region they are organizing the training program, research and consultancy activities in especially the small industry sector. This particular program and institution is focusing on the North Eastern region of India. Then coming to the unorganized sector which is constituting the largest sector that we can say especially consisting of the agricultural labourer, consisting of the labourers working in different constructing units , and other forms of labours so this institution National Commission for Enterprise in the Unorganised sector (NCEUS) so they are providing them the institutional support as an advisory body and a watchdog for the informal sector with a view of fulfilling the commitment of the National Common Minimum Programme of the Government. How the government can develop some of the programs to support these unorganized sectors and how their livelihood can be ensured by promoting the entrepreneurship so that is what is the basic objective of this NCEUS.

Coming to the scheme of the ministry that is Rajiv Gandhi Udyami Mitra Yojana which having the objective to provide handholding support and assistance to the potential first generation entrepreneurs. There are two important aspects here as far as Udyami Mitra Yojana is considered. Number one let us concentrate on first generation entrepreneur. Means you do not have any background of entrepreneurship or the business I your family and you are taking keen interest to develop yourself as an entrepreneur and that is how you are being considered as first generation entrepreneur. And for such entrepreneurs the don’t have any family background or the prior experience of taking the business or taking up entrepreneurial activities to support them so they have scheme known as handholding support. What exactly this handholding support? In various other schemes and the programmes, and the institutions, we have said that the institution is providing the training program and it is asking an individual after getting the training so now you find your own way. It is just like an educational education which is providing education to the graduates or post graduates or diploma or whatever it is and you are sending them in the open market. So the institution is not responsible or not supporting in the longer run to that particular educated boy or girl who is educated from the institute. But under this particular project the concept of handholding has been brought in wherein even after getting the training when he enters into his profession as an entrepreneur maybe as a producer or maybe as a service provider so in between he may come across a good number of problem. The institution as a part of the project is going to support that individual who has being the beneficiary of this particular program in the long run also. Maybe he is having problems with the obtaining the credit, maybe he is having the problems as far as management of his organization and various other issues associated with running of his enterprise. The institution is going to support him at each and every level. This support after getting the training and after launching his enterprise. So that is where concept of handholding comes into the picture.

Then the institution known as The National Science & Technology Entrepreneurship Development Board (NSTEDB) which was established in 1982. Basically this is an institutional mechanism to help and promote the knowledge driven technology intensive enterprises. The board having the representation from socio- economic and the scientific ministries of the department and basically they are interested in translating the “job-seekers” to “job generators” this is what is the role of the board.

Then coming to another institution known as the Innovation and Entreprenuership Development Centre (IEDC) it is being run with a mission to develop institutional mechanism to create entrepreneur culture which very very important. The culture of enterprise in academic institutions to foster growth of innovations and entrepreneurship amongst the faculty and students. In the more competitive world the phrase which is very very popular is catch them young. The behind this particular effort so by developing the culture of entrepreneurship or entrepreneur culture so that we are catching the youngest mind to promote and to support them as budding entrepreneur so that’s what is the idea behind this particular centre. So these centers are established in the academic institutions, the science colleges, engineering colleges, the universities, the management institutes having requisite expertise and infrastructure. What type of entrepreneurship we need? We need to provide them training, we need to have the manpower provided we have all these things, some space and some expert faculty member so that we can establish the centre and promote the entrepreneurial culture in our own institution  that’s what is the basic idea of the centre. Then the Science and Technology Entrepreneurship (STED) project launched in 1985 basically to map the available material resources which is one of the important factor otherwise we are not having basic idea of what exactly are the resources that are at our disposal that we need to identify in industrially backward regions. The region is not having industry because it has not identified the resources which are lying with that particular region. So that is how this project is taking care of that and prepare a basket of technically feasible and economically viable project profiles. So in the later part after identifying the resources so they are coming out with good number of technological and economically viable project profiles so that the entrepreneurship can be promoted in those regions that’s what is the basic idea of tis project.

Then coming to the Science & Technology Entrepreneurship Park (STEP) basically for working for creating an atmosphere for innovation and entrepreneurship, for active interaction between academic institutions and the industries for sharing of ideas, knowledge, experience and the facilities for development of new technologies and their rapid transfer to the end user. Basically the Science & Technology Park can be found in most of the professional institutions wherein the industry and the academia is coming on a common platform and the students are the best possible beneficiaries of this STEP so that they can take a step ahead and they can be a successful entrepreneurs.

With this we are coming to the end of this lecture wherein we have discussed various institutions that are supporting the concept of entrepreneurship. Many times we have a common complain I want to be an entrepreneur but who will support me. It is not that you are alone in this area there are various institutions which support your idea and which are going to not only train you but they are going to provide you the handholding support also to be to establish yourself as an entrepreneur and that is what we discussed as a part od institutional support for entrepreneurship.
